What's the difference between the two beginnings of movie trailers?

In one trailer, it will say at the beginning, "the following preview has been approved for ALL audiences", and another trailer will say, "the following preview has been approved for APPROPRIATE audiences". What the difference? They're both green band trailers.

  1. i guess all means that ANY one, kids, adults, etc can watch the trailer (even if the movie is rated R. but the trailer doesnt show anything mature). Appropriate might mean that if the movie is pg-13, the trailer would be appropriate only for people 13+ (the people for whom the movie was intended). This is just a guess really.
  2. the first is when there announcing the movies coming out but the rating association hasn't given it a true rating yet the Second one is when thay have rated it and have set the appropriate rating so the first one is like rating pending
